The official line is this Bottas unintentionally drove the fastest lap on lap 69. Bottas was called in for a precautionary pitstop on safety grounds at Zandvoort on lap 67 of 72 switching from medium to soft tyres and promptly set the fastest first two sectors of the race.

Lewis Hamilton was running second to Max Verstappen on the road and already held the fastest lap with Verstappens chances of beating the mark on old hard tires looking.
When Bottas was told to slow down he made the fastest mark on the first two sectors but slowed down in the third to adhere to the team orders yet he still did the quickest lap. Bottas getting that fastest lap means he essentially forced mercedes hands to pit lewis. Valtteri Bottas finished on the podium but never really challenged for victory at the Dutch Grand Prix. With just over 5 laps to go the Brackley outfit pitted Bottas for a set of soft tires and it looked the team wanted the P3-runner to secure the fastest lap point. Hindsight nothing happened that lewis couldve taken advantage of that would give him the race win but if there. Strange fastest lap or a rebellion. However Bottas instead received a bizarre order from the team demanding him against pushing for the fastest lap.
